Bullying takes many forms and can be one on one’s self as much as on others. Bullies are not bad people; their behaviour is. Bullying wouldn’t get a foot hold if managers were leaders and intervened when signs became apparent. People do not hire bullies, they produce them through lack of effective inclusion and respect. It is about the manager the challenge lies; the usual misfocusing on the so-called bully is the biggest part of the problem.
Managers who do not handle the bad behaviour but allow the person to continue whilst still employing them actually are bullying the bully through ineffective process.
